Abstract


Employment is an Essence of the Principle of People’s Livelihood. It also is an important question of China during establishing and improving the socialist market economic system. The international financial crisis slows down the rate of economic growth and raises the rate of unemployment in our country.As for China, the strike of the international financial crisis is external. The impact of China has three characters which called the butterfly effect, the sheep flock effect and the combined effect. International trade, exchange rate and FDI are the three ways which conduct the dangers of the international financial crisis to our country. First of all, export descends sharply in china and trade protectionism in U.S.&EU reappear which aggravate the employment problem of Chinese export industry during the period of international financial crisis. Second, the pressure on the appreciation of the RMB and the depreciation of dollar bankrupt lots of medium & small sized enterprises in China which aggravate the unemployment problem. Third, the reducing of FDI impacts the employment problem of manufacturing and building industry in China.Under the background of international financial crisis, the overseas market demand and domestic demand are all insufficient which make the contradiction of labor oversupply more outstanding. Under the background of international financial crisis, the industrial structure of China needs to be adjusted, so do the area economic structure. At the same time, the employment structure will be changed. Under the background of international financial crisis, a lot of peasant-workers lost their jobs, the number of job-waiting graduate is increasing and the reemployment of unemployed man in town seems to be harder. The major economic forces such as US, EU and Japan are searching for the efficient ways to protect their domestic employment while the international financial crisis does harm to the globe economic. The experiences include three factors. Firstly, make sure that the employment promoting to be the first goal of the macroeconomic control. Secondly, encourage innovation and develop new industry to create more jobs. Thirdly, pay close attention to the unemployment benefit and the employment aid to make the social security system better.The main police thoughts of boosting employment in our country may include the followings: (1) Maintain quicker economic growth rate and carry out more flexible macroeconomic control to increase the employment.(2) Accelerate the transformation of economic development mode and optimize the structure of industry to improve the employment.(3) Develop emerging industries of strategic importance and enhance the full capacity to withstand financial crisis to advance the employment.(4) Improve the social security system and pay more attention to the unemployment benefit and the employment aid to guarantee the employment.(5) Establish and improve the early-warning mechanism of unemployment to steady the employment.
