With the progress of society and the rapid development of city construction andaccelerating industrialization, the water supply and management are facing higherchallenges. Although the user number of large-diameter water meter is not high, thelarge-diameter water meter brings many difficulties, especially on its examination, repairand management. If only depending on the inspectors examine and check it, the leakage ofwater and damage of water meter can not be found immediately. So it is the key anddifficult problem of water-supply enterprises that how to use effective ways to read thewater meter and supervise the use of water.Firstly, the paper analyzes and compares the common sensors. In order to digitize andintelligentialize the common used water meter, we suggest that we should install sensorand collector on the using water meter. Secondly, based on GSM/GPRS communicationnetwork, the thesis suggests to make communication protocols of data transmission of thewater meter, including the definition of TCP/IP protocol and UDP protocol and dataformat of the water meter. At the same time, the thesis presents strategy on how to designsub-program to send and accept data of water meter. Finally, it focus on the analysis ofsystem framework for the management system of large-diameter water meter and thethesis also designs the function modules and database. By the platform of Microsoft VisualStudio2008system, Visual Basic.NET language and Microsoft SQL Server2005database,the exploitation of data management system of water meter is completed.By using the system, water-supply enterprises can immediately find problem ofwater-using and can control the operation of water meter and as a result to supervise thewater use of water user. Meanwhile, it makes an informational way for communicationbetween the water user and water-supply enterprises. It can bring obvious economicbenefits to water-supply enterprises, so as to reduce the rate of production and sales. At thesame time, it provides a guarantee of water protection and saving. It ensures that all themanagement staff can make right judgment and decision by using the analysis of thereal-time data and results.
