Abstract


In order to solve the difficulties Chinese peasants encounter when they purchase, borrow, and read books, in2007, The General Administration of Press and Publication started to implement the "Rural Library" project across the country in2007. This cultural project of benefiting people has been carried out for six years. On different occasions, it is labeled with different tags, showing a various appearance from diverse perspectives. What are the similarities and differences between the Rural Library Expressed by media and the public? What has been behind these differences? What kinds of problems have arisen in the construction of the Rural Library project? How to solve these problems? These are the focus in the study of this article.The thesis will examine the construction of Rural Library in Taihu county from the aspects of "medium" and "individual expression".The main body of this thesis includes six parts. In the introduction part, it presents sources and significance of the topic and the domestic and foreign research will be reviewed and organized, In this section, the research methods and core issues of the research will be expounded.In the second chapter of "media representation", it takes frame theory as a theoretical tool and uses analysis as a research method. The report of "important news" and "dynamic of various regions" section from Chinese Rural Library network in2012-2013will be excerpted as a media sample. With regard to the image of Rural Library, it will analyze how did the "top-down" and "bottom-up" construct. Considering coincidence degree between the two kinds of construction paths, it can analyze its reason.In the third part of "individual expression", the author adopt questionnaire and in-depth interview as the main research methods. The author has adopted village cultural station and Rural Library in Taihu as research sites. By making questionnaire towards villagers in Taihu county and Rural Library managers, and interviewing villagers in Taihu county, Rural Library managers, staff in the village cultural station and culture broad electricity news media bureau of the Taihu county, it aims to investigate the interaction between policy and media, policy and people in the process of the practicing "Rural Library" project. In terms of text and people in action, the thesis will analyze how to construct, play functions and e with each other, and further extended to think about how to reconstruct after digestion. In the Chapter four, from the perspective of journalism and communication, it analyzes the difficulty and reason in the construction of Rural Library from clues of social and cultural transmission process. According to the author, changes of the current social communication environment conclude absence of cultural operations, crisis of cultural identity, village culture’ value deficiency, and rupture of social relation network. In the cultural transmission process, the existing problem contains gap between cultural producers and consumers, content and demand fracture, low efficiency of policy propaganda channel, derailment between leading mechanism and feedback mechanism.The fifth chapter attempts to deal with the problem in the construction of Rural Library. By taking Li Chuanhe’s cultural yard in the Wufan village of Baili town as a case, the thesis will discuss the complementary relationship between construction of community and rural culture.Conclusion and reflection emphasize the role of mass media in rural public culture construction, at the same time insufficiency in the study will be reflected.
