Research on Comprehensive Evaluation of Low Carbon Economy in the Center Cities of Yangtze River Economic Belt

The "Kyoto protocol", the "United Nations Framework Convention on Climate Change" and the "Copenhagen agreement" all reflected the importance of low carbon economy. The whole world made consensus on issues of climate change and energy shortage. Developing low carbon economy, low carbon transformation is the only way global sustainable development must be passed by. In this paper, I took the Yangtze River Economic Belt as the research object, and explored the development of its low carbon economy. I made systematic and comprehensive analysis of the development status and characteristics on the Yangtze River Economic Belt, involving aspects like economic development, social progress, environmental protection, low-carbon energy, low carbon transport and low carbon technology. I also constructed the objective, feasible and easy operation low-carbon economy evaluation index system on center cities of Yangtze River economic belt. Based on the actual panel data collected, which has both the time dimension and the dimension of cities, I put forward a comprehensive evaluation method based on Panel Data. I made improvement on traditional TOPSIS method, and proposed the dimension reduction method of panel data. At the same time,I made empirical analysis on the Yangtze River economic belt for13cities and duration from2004to2011, based on both the improved TOPSIS panel data comprehensive evaluation and the grey panel data comprehensive evaluation. I also made systematic and comprehensive analysis on the evaluation results, pointing out the various problems of low carbon economy, and made countermeasures and suggestions accordingly. Suggestions include the balance along the Yangtze River, development and low carbonization of golden waterway and its transportation, improvements of high-speed railway, development of clean energy led by hydropower and so on. This paper is divided into7parts:Part1:Introduction. This part introduced the research background, domestic and foreign research and development status of low carbon economy. Based on the low carbon economy theoretical research situation of Yangtze River Economic Belt, this part proposed its research content and methods.Part2:The Yangtze River Economic Belt of low carbon economic theory and its development. This part introduces the theory of low carbon economy, including its development pattern and main field. Based on the analysis of the Yangtze River Exonomic Belt of low carbon economic development structure and its situation, it put forward the basis of selecting the center cities. By comparing the data of statistical yearbook. part2analyzed the situation of13center city in GDP, per unit energy consumption of GDP, per unit power consumption of GDP.Part3:Panel data comprehensive evaluation theory. This section aims to lay a solid theoretical foundation for the following chapters. It introduced the concept of panel data, TOPSIS comprehensive evaluation, grey comprehensive evaluation, and made progress on the traditional TOPSIS method. This section proposed the improved TOPSIS comprehensive evaluation base on panel data, and the grey comprehensive evaluation method based on panel data.Part4:The index system of low carbon economy in Center Cities of Yangtze River Economic Belt. This part introduced the importance, principles and characteristics of the comprehensive evaluation index selection, putting forward the design framework of low carbon economy in Center Cities of Yangtze River Economic Belt. On weight calculation, the model used methods of AHP, analysis of variation coefficient method and combined weight method.Part5:Comprehensive evaluation model of low carbon economy in Yangtze River Economic Belt Center Cities based on panel data. It introduced the concepts, evaluation criteria, commonly used methods of comprehensive evaluation. Based on these theories, the paper constructed the panel data comprehensive evaluation model of low carbon economy in Yangtze River Economic Belt Center Cities, and put forward dimension reduction method on results of panel data analysis.Part6:Empirical Study on the comprehensive evaluation of low carbon economy in Yangtze River Economic Belt Center Cities. The author collected low-carbon economy index data of13Yangtze River Economic Belt Center Cities during2004-2011, and did empirical research accordingly. At last, this part made analysis of the development situation of the Yangtze River Economic Belt of low carbon economy, and put forward some reasonable suggestions and schemes from aspects of low carbon water transport, low carbon hydropower, low carbon industry and carbon fixation.Part7:Summary and Outlook.
