Abstract


1.To compare the evolution of the food safety regulators departments of some developed countries, and summarize the experience and characteristics.2.Using several methods to do evaluation and empirical research for China’s food safety regulatory departments.3.To put forward a suitable framework for food safety regulatory departments according to our national condition, and provide reference for government decision-making.Method:1.Historical documents. By applying the method of the historical documents research, summarized the regulation theory and analyze the evolution of Chinese food safety regulatory department settings.2.Contrast analysis. Chinese food safety regulatory departments settings was compared with developed countries in terms of history and differences.3.TOPSIS analysis. Using the TOPSIS to analysis the performance of Chinese food safety regulatory reform in recent years.4.Empirical research on the cases. Taking "Clenbuterol" as a case, by using the theory of non-equilibrium to analysis "lean meat powder" in China present situation and the problems existing in the supply of regulation system.Result:1. Although national economic development, social cultural system and political background were different, we summarize the experience of western developed countries’ food safety regulation system reform, found that the pattern mainly includes two kinds:the centralized model represented by the European Union and the comprehensive model represented by the United States, and each have advantages and disadvantages.2. Because of the characteristics of the progressive reform of our country, between the new and old systems inevitably exist obvious continuity. Results of TOPSIS analysis showed that the performanceof2008and2009in the top two(The Ci were0.65063 and0.67372respectively), showed the country’s food safety regulatory reform has obtained some effect in resent years. However, the volatility of the ranking results explain our country food safety regulation performance is closely related to the special national conditions in each year. From the perspective of institutional economics, regulation subject too scattered, increase the cost of coordination and cooperation between the departments, the state as the subject to promote the mandatory institutional changes is necessary.3. The empirical analysis results show that the supply of regulatory system for "Lean meat powder" in China are unbalanced state, which is mainly displays in the government reaction speed, quantity and specific content on the issue. In the current food safety regulatory system,"clenbuterol" governance met with many difficulties, it mainly reflected in three aspects:testing agency owned by different departments cause resource waste, it is difficult to share the data information in departments, the effects of campaign-style governance are not a final or thorough resolution of the whole issue.Conclusion:1. Government should undertake responsibilities in food safety regulation include two types:regular supervision and institutional regulation.2.This paper put forward the optimization of China’s food safety department set up "three steps" scheme:As a first step, decreasing the regulatory links. The second step, the variety regulation gradually concentrated, the third step, to create a single food safety regulators.Institutional reform will make the policy more consistent, the functions more complementary and the responsibilities more likely to puesue. At the same time, we should pay attention to the difficulties of "the super-ministries reform", and to avoid internal conflict.3. The institutional restructuring of the State Council in2013is a very big progress in terms of food safety regulatory functions integration, but there are still some problems unsolved. Including how to ensure the food regulation of import and export, how to refine the assessment of local government, variety regulation problem such as how to further focus, will become our study emphasis in further research..
