Abstract


With the rapid development of the world economy, environmental issues havebecome increasingly prominent; as the social impact of global warming is more andmore serious, the carbon dioxide gets the focus of attention. ImplementingLow-carbon economy and transforming economic development mode become theonly way for country development. There is an interaction relationship between thelow-carbon economies and optimization development of strategic industries; on theone hand, the development of low-carbon economy can decide the optimizationdevelopment of strategic industries through policy measures, technologicalinnovation and the allocation of resources; on the other hand, as the premise oflow-carbon economy, optimization development of strategic industries can promotelow-carbon economy.This paper takes Hunan Province for example, analyzes the development statusof low-carbon economy from four aspects of the scale of carbon emissions, carbonefficiency, carbon emissions by industry and energy consumption status, and foundthat there are the problems of unbalanced industrial structure, low levels oflow-carbon technologies in low-carbon economic development in Hunan Province.In the empirical study part, this paper adds two more low-carbon indexes,carbon productivity and carbon intensity competitiveness, to the traditional indexsystem of Weaver-Thomas model, and makes strategic industry selection on thebasis of no low-carbon condition, mild low-carbon condition and strict low-carboncondition. According to the strategic selection results, this paper predicts the scaleindustrial added value、industrial carbon emissions and carbon emissions intensityof Hunan province in2015in terms of four different conditions——maintaining thecurrent situation, technological innovation, structural adjustment, comprehensiveadjustment and analyzes the ways to optimize the development of low-carboneconomy in Hunan province. The study shows that: Under the low-carbonconstraint, the structural adjustment of strategic industrial gives a significant helpto the emission reduction, however, the emission reduction targets can not beachieved if just relying on the adjustment of industrial structure or technologicalinnovation. Only under the mutual effects of structural adjustment andtechnological innovation in emission reduction can we achieve the target value in economic development and energy-saving.We can find that the choices of strategic industries and technologicalinnovation play an important positive role in achieving low-economy in HunanProvince. In order to achieve the low-carbon economic development goal, HunanProvince should speed up the adjustment of industrial structure optimization,promote low-carbon technology innovation, optimize energy consumption structure,and create a low-carbon city, to achieve a low-carbon economy, sustainable andcoordinated development.
