Abstract


With the industrialization and urbanization accelerating, the heavy industriesdeveloping rapidly, resource processing and energy consuming industries are sharing asubstantially high proportion in Hebei province. Hebei province is confronted an urgenttask to adjust the industrial structure and meet the goals of saving energy and reducingpollution in this period. Under these circumstances, the sustainable development ofeconomy and society and the improvement of people’s livelihood of Hebei pronvince isfacing enormous pressure from the resources and environment. To change this situation,we must accelerate to build the modern industrial system, to promote the technical level ofthe leading industries, and to strengthen the low consuming, low polluting, and highvalue-added industries, and speed up to develop strategic emerging industries. In thedomestic, many provinces and cities have introduced strong support policies to promotethe development of strategic emerging industries. In this new situation, our province mustpromote the strategic emerging industry to keep pace with the development of otherprovinces. Therefore, it is an important and urgent task to analyze the current situation andformulate scientific and feasible development direction of the strategic emerging industryin Hebei province.Starting from the research of basical thoeries and characteristics of strategic emergingindustry, combining with the actual situation of Hebei province, this paper classified thestrategic emerging industries from the existing industrial classifications and calculated thestrategic emerging industries in Hebei province. Later, we carried on the empiricalanalysis with the developing efficiency of the seven major industries with the model calledDEA(Data Envelopment Analysis) to find out the problems existing in the developing ofstrategic emerging industry in hebei province. Then we combined the experience andenlightenment of other countries and regions and finally put forward some effectivecountermeasures and suggest developing the strategic emerging industries in Hebeiprovince, so as to provide reference for the decision-making departments, and to makecontribution to promote the strategic emerging industry in Hebei province to developbetter and faster.
