Abstract


Circular economy is based on efficiency and recycling use of resources as the core model of economic development, following resources principles of low consumption, low emission and high efficiency. It is consistent with the concept of sustainable development, fundamentally changing the traditional model of economic growth of "mass production, mass consumption, a large number of abandoned". In the world of economy and global financial integration, finance in the economy and social development around the world play a very important strategic guiding. The current financial system reform in China has entered a very crucial stage, how to follow the worldwide trend of financial sustainable development, seize opportunities, meet challenges has become necessary and urgent.Economic growth in China is facing the dual pressures of resources and the environment, the development of circular economy has become an important driving force of economic growth in China. Finance as the core and blood of modern economy, is funding the development of circular economy. Building a healthy, market-oriented environment and green financing system of financial support for circular economy, has a profound social background and practical significance for accelerating the establishment of resource-saving society, improving quality and efficiency of economic growth and promoting sustainable development of the national economy.In this paper, green finance at home and abroad, a comprehensive, in-depth and systematic research, and related content were consolidated. Mainly using economics, finance, accounting and financial management knowledge, summarize the development of green financial support under the development circular economy, focus analysis of the problems of green finance supporting under circular economy, build the system of green finance supporting under circular economy. Analysis and evaluate the innovation ability of green finance through fuzzy comprehensive evaluation, select Tianjin BinHai New Area-the first batch of pilot units of the national recycling economy as a case. Use AHP to determine weights, and fuzzy comprehensive evaluation to analysis rating method. Evaluation results indicate that the Party Central Committee and State Council has given priority to the development of many policies on the Tianjin BinHai New Area financial services industry, but also the financial institutions in Tianjin Binhai New Area implement the "Green Finance" policy positively by strengthening credit control of the high energy consumption, high emissions, and high-pollution of enterprises, promoting enterprise restructuring which has achieved good social and economic benefits.
