Since the reform and opening up, coastal areas in China began to focus on thedevelopment of export-oriented economy, and achieved good results, in western region,especially Xinjiang constantly has scholars raise the strategic vision of the development ofexport-oriented economy based on the geographical advantage. However, limited to the lowlevel of economic development, lack of personnel, and instability, export-oriented economicdevelopment in Xinjiang has always been no substantive breakthrough. After theimplementation of the western development strategy, especially since the convening of thecentral work conference in Xinjiang in2008, export-oriented economic development strategyin Xinjiang was again put on the agenda. Unique geographical location, rich resources of thecharacteristics, a new round of industrial transfer tide of19provinces and cities in policy ofSupporting Xinjiang and the gradual recovery of the economies of Central Asia, decided toXinjiang has been standing at a new starting point, making use of the external market,attracting parties to fund, developing export-oriented economy, has become Xinjiang mustwalk the path of development.The development of export-oriented economy is bound to rely on industry,export-oriented industries, export-oriented economy, how to build an export-orientedindustrial system for the international market is bound to become one of the problems thatshould be focused on solving for developing export-oriented economy in Xinjiang. This paperargues that Xinjiang as a remote and backward areas, in order after the adoption of advantagesto achieve leapfrog development of the economy, they are bound to comply with the newtrend of economic development, walk the path of industrial clusters, because industrial clustermust stage of the inevitable trend, it can strengthen the specialization of collaborationsupporting effect, reduce the cost of innovation, optimize the allocation of production factorsand other aspects to promote rapid economic growth, and it is one of the engines of economicdevelopment. Xinjiang is still in the early stages of industrialization, the level of economicdevelopment is not enough to form a large area of industrial clusters spontaneously, therefore,must rely on the government forced cultivation.Based on the above background, this article in accordance with the theory of scientificway of thinking, in-depth research, adhere to the departure from the global thinking, based onthe theory at home and abroad to sort out, according to the data of Ministry of Commerce, Bureau of Statistics, Customs and Economic and Commercial Counsellor’s Office of theEmbassy of the People’s Republic of China in five Central Asian Country, theory withpractice, Analysis of the status quo of the current export-oriented economy in Xinjiang,pointed out there has huge space for Xinjiang to open to the west, especially for Central Asia’s.And then analyze the current economic situation of the five Central Asian countries, comparethe economic and trade cooperation between China, Xinjiang and five Central Asian countries,a brief summary of the export-oriented industries in Xinjiang for Central Asia. Went on to saythat the industrial clusters of the importance of the export-oriented economic development inXinjiang, using the Delphi method selected export-oriented industrial clusters, ultimately raisethe idea of cultivating export-oriented industrial clusters in Xinjiang, and provide somevaluable suggestions.
