Abstract


Investment promotion is an important part of China’s reform and opening-up policy. For the three decadesof the reform and opening-up policy, investment promotion not only significantly affect the nationaleconomic development, but also contribute to regional economic growth, industrial structure adjustment,institutional innovation, expanding employment, technological progress, enterprise restructuring, industrialrestructuring and other aspects. Investment promotion has gradually become one of the most effective waysto revitalize the local economy and also promote regional economic development.In recent years, investment promotion in Tai’an has made considerable progress with superior geographicaladvantages, abundant mineral resources and unique tourism resources. It optimizes the industrial structure,promotes institutional innovation, cultivates sources of tax revenue, boosts employment，and overall, playsan important role in promoting economic development in Tai’an. However, with the continuous economicand social development, some of the problems that exist in the investment promotion are gradually revealed.In order to solve those problems in time and fully promote economic and social sustainable developmentrelying on investment promotion, based on investment promotion related theory and research, combinedwith the experiences I have engaged in investment promotion work, the use of comparative analysis,empirical examples, quantitative analysis, systemic generalization and other approaches to describedevelopment progress, current status and characteristics of investment promotion in Tai’an, to analyzeproblems and reasons in the process of investment promotion, and to raise advises and suggestions ofinvestment promotion to provide reference for local government to attract investment and make economicdecisions.Investment promotion theory is the theoretical basis of the study. This study explains problems aboutinvestment promotion from the concept, characteristics, classification issues, and also the basic theoriesfrom three channels, the Marxist classical writers, both Western scholars and Chinese scholars on theunderstanding of the investment promotion, which provide a theoretical foundation of the study.The development process and current characteristics of investment promotion in Tai’an are thecomprehension of the research object. The study states the development history and current characteristics of investment promotion, and also the necessities to attract investment through the acceleration ofeconomic development in Tai’an.The research and given advices are based on the analysis of SWOT of investment promotion in Tai’an. Thispaper analyzes the strengths, opportunities and threats to attract investment, presents the existing problemsin investment promotion, and systematically analyze reasons for the existence of the problems. Accordingto the analysis, there are several problems in Tai’an, including the imperfect institutional mechanism, theexcessive government intervention, the low degree of specialization, and the lack of investment servicesand construction of soft environment in the investment promotion process. Thus, how to take strengths andgrasp the opportunities to solve the problems are the direction of work in the next period.The suggestions put forward to promote the investment promotion of Tai’an to be the foothold of the study.To solve the existing problems in the current investment promotion and to develop the investment work, aseries of measures should be taken, such as making further innovation to the institutional mechanism,optimizing the development environment, fully playing the main role of enterprises, cooperating with thecentral enterprises, and actively carrying out industrial investment, large projects investment, regionalinvestment and professional investment in order to drive economic development through investmentpromotion.
