China has made remarkable achievements of economic development since reform and opening up.the number of poor in rural areas has dropped from250million in1978to about26.88million in2010,and the poverty rate has reduced from30%to2.8%., the food and clothing problem of majority rural people have been basically solved.poverty,however,never faded out our vision, to the contrary, The growth of poverty has increasingly become one of the origins of social contradictions.How to solve the problem of lacking inclusive growth and how to increase the poor’s ability to cope with risk,have become important issues that policy makers must consider. As90percent of poor population distrubuted in rural areas,and the main source of farmer’s income rely on land operation,so implementing land reform is a feasible way to achieve the purpose of poverty reduction.based on all above theories, the paper concluded that land policy plays a key role in poverty reduction by analysising the historical evolution of the Chinese land policy,and land policy must keep pace with the time combined with the actual situation of the rural economic. Meanwhile, the paper integrated all studies related land policy and poverty, and analysized the poverty causing factors from the root of the land policy by using related theories and methods such as institutional economics, management and other related disciplines. some qualitative analysis and quantitative evaluation also were carries on in this paper. Finally, this article proposed countermeatures to establish pro-poor rural land policy under the new period our country from the point of the land assets,land value, land use and land development.
