Abstract


After decades rapid development of rural tourism, it has become a new growth point oftourism. According to the latest estimates of the National Tourism Administration’s,the numberof rural tourism has reached300million, tourism revenue over40billion yuan, accounting fornearly one-third of the country’s total travel. However, the rapid development of rural tourismalso bring a series of problems to the rural tourism destination, such as environmental pollution,over-commercialization destroy traditional village style, widening gap between the rich and thepoor residents, narrowing living space of the local residents and other issues. So the research ofthe governance in rural tourism destination is imminent, we choose a new perspective of thetragedy of the commons, hope to avoid "tragedy of the commons" phenomenon continues to bestaged in rural tourism destination from the management level.Based on the previous studies, in order to study the governance of rural tourism destination,according to the tragedy of the commons theory and the stakeholder theory, reviewed andsummarized the important literatures and based on it we proposed54index to evaluation therural tourism destination.Using the Delphi method to screening indicators, combined with theexpert’s advice a number of indicators were corrected. The evaluation of the rural tourismdestination under the perspective of the tragedy of the commons built by the tourism economysystem, tourism social systems, environmental systems and tourism support system,constituted44indicators. Finally, according to the actual situation of Guo Liang village, wedesigned23questions for the questionnaire of Guo Liang’s tourism development in theperspective of the tragedy of the commons.We choose Guo Liang village as a case, using the survey method and interviews toinvestigation Guo Liang’s tourism development status. By analyzing the survey results, we foundGuo Liang’s tourism governance has no clear management regulations, inadequate management,the manager level is not good enough, unfair distribution of benefits and other issues. Finally,according to these problems we made the following recommendations: government guidance andself-governance to enhance people’s participate in travel; improve coordination and safeguardthe interests to achieve the common prosperity of local residents; improve the education andtraining system to develop tour elite.
