Abstract

In2008, a test zone named Xian Hong in Hubei Province (shortly called Xian Hong test zone as bellow), whose new rural construction is regarded as a major strategic deployment of Hubei provincial Party Committee and provincial government. It covers many towns and villages, which function as the hinterland of our city circle. Therefore, Xian Hong test zone’s new rural construction, as well as integration of urban and rural area, has a great practical significance to raise the level of urbanization, to speed up economic growth and to alleviate social conflicts. Xian Hong test zone is one of the fewest national projects characterized by a wide range, a huge investment and a multi-innovation. It sets a good example and gives reference to the new rural construction in our province, even all over the country.At present, there is a large amount of domestic and foreign research linked to "new rural construction". Most experts explain the concept of new rural construction from a single angle. Their suggestion on how to build up new rural construction is partial. In fact, they focus on the system of new rural construction, rather than government behavior which is rarely referred to. Therefore, this paper takes "government behavior in the background of new rural construction" as a subject, analyzes its defects and improvement strategies, which means a lot to regulate government behavior in the socialist market economy.In accordance to New Public Management Theory and Governance Theory, this paper analyzes local government behavior based on practical experience in Xian Hong test zone, adopting normative analysis, empirical analysis, literature analysis, historical analysis and comparative analysis. And then it lists some unique measures and practical recommendations.My paper is consisted by three main parts, besides "Introductory remarks" and "Conclusion":The first part is "theory explanation". It starts with definition and characteristics of new rural construction and describes government behavior’s connotation, characteristics and denotation, and then elaborates two theories on government behavior in the background of new rural construction. The second part is "study of government behavior in new rural construction". After figuring out geographical scope, location advantage, resource advantage and policy advantage of Xian Hong test zone, this part summarizes the preliminary achievements of local governments, and points out some weakness:unreasonable management system, interference or vacancy of government obligation, lack of supervision on government behavior. Finally, this part respectively sums up causes of weakness in five aspects-politics, economy, social culture, management and technology.The third part is "improvement strategies about government behavior in the background of new rural construction". It first establishes basic principles of optimization of government behavior:to emphasize development of rural economy and set peasants’ income as a priority; to follow the "government-led, peasants-mastered and the mass-participated" policy and promote urban-rural integration; to put people first and stress on practical results; to adhere to planning and coordination; to explore experience over continuous experimental tests. On the premise of the above principles, the third part suggests some measures to optimize government behavior:to reform management system and regulate political departments; to adjust government role and strengthen public service; to spread supervision of the mass and implement evaluation system; to strengthen the public opinion guidance and lead the public participate; to forecast the situation and innovate administrative mechanism.This paper has three innovation spots:(1) first is the research perspective. Most scholars conduct research on system improvement of new rural construction. However, this paper takes "government behavior" as the subject.(2) second is the research method. It is comparative analysis approach, which highlights the current new rural construction’s prominence and superiority through comparing the past new rural constructions with the present.(3)The third is the research conclusion. To innovate the current rural financial mechanism and to establish a new land transfer mechanism, are the unique approaches in domestic academic circles to optimize government behavior.
