In the first stage of the Poverty Alleviation&Development (PAD). Dazhou (in Sichuan, China) has carried out a plenty of PAD plans based on the One Body with Two Wings Strategy, which has yielded a big number of fruits. Though successful it is, there are many difficulties ahead we should face. Today, The PAD of China’s rural areas has come to a new stage:the outstanding feature of the PAD in the new stage in rural areas is that the impoverished scope is large, the number of the poor people is huge, and the grade of poverty is high. It stands out the phenomena of disasters or diseases causing poverty, and people’s returning to poverty. Above all, it remains an arduous challenge to us.The essay takes Qinba Mountainous Region-Dazhou City as its research target, the poverty issues in Dazhou have something in common with that nationwide, therefore, it takes effect to do a research on poverty issues mountainous based on that of Dazhou. The city has an enormous population, where the number of the poor people is huge. The research can be helpful to do a great PAD job and to reduce poverty. The essay applies some theories on the PAD to its research, making reference to some related studies on the PAD both in China and abroad. With the PAD strategy (our core strategy) in the new stage, an in-depth study has been done on issues of it, which, besides, takes consideration of the status quo and issues we faced during the implementation also.First, the essay has an analysis on the current situation both of the PAD in the rural areas in Dazhou, and of that in the new stage; and it does a study and a comprehensive analysis on strengths, weaknesses, opportunities and threats (SWOT) of the PAD strategy in the new stage. Second, it will put forward some new ideas, the overall objectives, and the strategic focus for the PAD strategy in the new stage. In the end, it comes up with some advice on the PAD policy.According to our study, below are the main issues of the PAD we will face in the rural areas in Dazhou, they are:a) harsh natural conditions and poor location; b) underdeveloped infrastructures; c) simple industrial structures and narrow source of income; d) large impoverished scope, and serious returning to poverty; and e) severe shortage of funding for poverty alleviation. The essay can draw some main conclusions: the PAD strategy in the new stage is really a hard task to accomplish, thus we bear more liability. During the period, it’s the betterment of the conditions and capabilities of the development, and poverty alleviation with an industrialized operation that ought to be put at the core of the PAD strategy in the new stage in Dazhou. And we have to reduce poverty with industrialized operation, create infrastructures for the improvement of the poor farmers’working and living conditions, and shift the rural labor from one to another. In addition, we have to speed up the urbanization process and build a modern market-oriented service system, and increase the investment in the PAD.
