Abstract


Agriculture is the source of human food and clothing, live this, is the primary condition of all production. The party and the state has always attached great importance to the development of agriculture. Issued from the "one five" period "programme for agricultural development in 2013 forty" to the "CPC Central Committee and the State Council on accelerating the development of modern agriculture to further enhance the vitality of rural development certain opinions", provided strong policy support to promote the development of agriculture. The inferiority of agriculture, positive externality and public goods attribute determines finance must support. Strengthen the management of financial funds for agriculture, is an important measure to improve efficiency in the use of funds. Baoxing county is a mountainous county, the level of economic development at the middle of the province, is typical in Sichuan Province, county economy. Study of Baoxing county financial funds management, to improve the fiscal agricultural county of a mountainous area agriculture fund management level, and even the District, county financial funds management level has important significance. This paper in accordance with the questions, analyze problems, problem-solving ideas. First of all on the status quo of Baoxing county fiscal agriculture fund investment size, configuration, management and performance evaluation are explained; based on the analysis of the current situation of supporting agriculture fund management, finance, analysis of the existence of the financial supporting agriculture fund management, the problems and the reasons; finally, to improve the management of financial funds for agriculture suggestions. This paper uses the method of quantitative analysis and qualitative analysis, on the county fiscal agriculture fund management analysis. Using economic model, ratio analysis, quantitative analysis, on the county fiscal expenditure and structure study found that: (1) fiscal investment. Agriculture financial expenditure for the proportion of the gross agricultural production is low, agriculture financial expenditure growth rate is less than the current fiscal revenue, fiscal support to agriculture is much less than the contribution of agriculture to national economy. (2) structure of fiscal support for agriculture is not reasonable. Agricultural science and technology three costs accounted for the low proportion of fiscal expenditure, expenditure for supporting agricultural production was higher than the optimal proportion. Qualitative analysis of Baoxing county fiscal agriculture fund supervision and management found that: (1) fiscal agriculture fund supervision and management system is not perfect. The rules and regulations should be standardized, supervision needs to be improved, financial integration efforts need to be strengthened. (2) fiscal agriculture expenditure performance evaluation mechanism is not perfect. Performance management authority and binding force is weak, the performance evaluation index system is not perfect. Management of financial funds for agriculture is the main cause of the problem: the county's economic development level is low, the limited financial resources, heavy light farmers policy did not change, financial funds management mechanism is not perfect. In the presence of Baoxing county financial funds management problem, put forward to improve the management of financial funds for agriculture recommendations: increase financial support for agriculture, rational allocation structure of fiscal support for agriculture, improve the supervision and management system of financial fund for agriculture, improve the fiscal agriculture expenditure performance evaluation system.
