Abstract

Under the background of globalization, the development of industrial cluster has becomean important way to enhance the competitiveness of a country. The industrial cluster is animportant pattern of the development of the international economy, which plays a more andmore important role in the national economy. Industrial cluster theory is an important branchof regional economics, many scholars carried on the related research from different angles.But because the nature of the food industry and so on, the study of industrial cluster of grainis relatively little at present.As an agricultural country, China has the largest population. Chinese sustainabledevelopment of economy cannot leave the development of agriculture. And as a bigagricultural province and the most populous province of China, the study of industrial clusterof grain has more realistic significance for Henan Province. At present, food industry isHenan Province’s features and advantages, which is in the transition from traditionalproduction mode to modern mode of production. But there are also some questions. Forexample the degree of development is low, the connection degree is poor and ability toinnovate is low and so on. Therefore, in order to accelerate the modernization of HenanProvince’s food industry and then lead to the development of rural economy and the regionalcompetitiveness, the industrial cluster of grain becomes necessary and this is a new pattern ofthe industrial development.At first, this paper puts forward the basic theory of the study on the basis of the relatedtheory of the industrial cluster research at home and abroad. And then this paper combines thecharacteristics of the food industry and clarifies the concept of industrial cluster of grain,characteristics, structures and stages of development. Secondly, this paper analyzes thepresent situation formation conditions and existing problems of food industry clusterdevelopment in Henan Province. Then, it puts forward the overall goals, mode and the basicway of the development of the food industry cluster in Henan Province. And all of those arebasis on the conclusion of the location quotient index. Finally, it puts forward policies whichimprove the external environment, promote the internal coordination and coordinate theregional economy to solve problems in the process of food industry cluster development inHenan province. Among them, the policies that improve the external environment of theindustry cluster include making the structure of the primary elements upgrade and speedingup the formation of the advanced elements; Taking market demand as the guidance andimproving the coordination between the innovation of the technology and the degree of thefood industrial organization; Speeding up the construction of related institutions and makingthe public services better. The policies that promote the internal coordination includecomplying with the demand of the market and promote cooperation by competition;Promoting the specialization division of labor of the food industry and increasing the degreeof coordination within the industry cluster; Building a platform for dialogue and promotingthe innovation mechanism within the cluster. And policies that coordinate the development offood industry clusters and the regional economy include breaking the self-reclusive andpromoting the development of food industry cluster in an open environment; Developingregional market and strengthen the ties between the development of food industry cluster and regional economy; Analyzing the risk of food industry cluster in depth and buildingprevention and dispersion mechanism of the risk.
