Food supply is the basic safeguard for people’s survival.No food means instability ofthe society.Foods in hand make people take their time. One nation cannot be in a statewithout any grain left in one day and one house cannot be in a state without any grainleft. As a particular product, it’s a neccesity to guarantee the national economy and thepeople’s livelihood. One nation’s economic development cannot go without theimportant material guarantee of food.Agricultural security is the reassure of nationaldevelopment. Food safety is the key Links of agriculcure security. Therfore foodsafety should be the priority among priorities in the national economic development.For those peasants growing food should be given subsidies, which plays a role inarousing the enthusiasm of growing food. If China wants to develop agriculture andguarantee food productity,our government has to adopt policy of fund support to thosepeasants of growing food. Consequently, the choice of peasant’s growing food supportinvolves in the income of the peasants,and meanwhile it also involves sustainabledevelopment of grain production of our country. Food support plays an important partin agricultural subsidies,which reflects the government attaching importance to grainproduction. China carried out the policy of grain subsidies for the peasants nationwidesince2004.And practice testifies that the policy defends vital interest and increaseincome of the peasants, which not only mobilizes the peasants’initiative but alsoguarantees food needs. Capital city of Kite,Weifang,as the production base of qualitycotton and commodity grain in China,it has responded to the call that on the basis ofabolishment of agriculture tax, and also adopted the policy of grain subsidies in2004.And in2006,the city increase agricultural comprehensive subsidies. In oder tounderstand particular case of grain subsidies concretely,Weifang governmentinvestigated and surveyed some villages and small towns about the implement. Resultdisplayed that the peasants greatly backed the policy of grain subsidies. On the otherside,the implement of the policy has reconciled the contradiction in some waybetween government and peasants. Of course,during the implement a series ofproblems were also found,such as, peasants’ income hasn’t been improved;cost ofgiving out grain subsidies is too high and workload is too high due to the plan;thestatus of peasants cannot be bettered distinctly and the like. Considered the practicalsituation of weifang,some suggestions about reforming and bettering grain subsidieswill be given as follows;From the side of improving and perfecting grain subsidiesand improving the comprehensive quality of the executors; regulating the rights ofexecutors and raising quality.of peasants themselves; developingpeasants’organization vigorously; be well prepared for work of information inimplementing grain subsidies; optimizing the supervisory environment of grainsubsidies; integrating the same approach in speaking about grain policy and bringingthe black solum under control.Weifang han made great advance,since the implement of grain subsidies wasput into effect. In recent years Weifang city has been working hard to improve thepolicy.the paper has concluded the analysis about evaluation of institutionalperformance of grain subsidies and it also pointed out some existent problems duringthe implement and make further efforts to point out the suggestions of bettering grain subsidies in Weifang.The thesis is made up of six parts: part one introduces the background andsignificance of this research, and gives the literature review home and abroad as wellas devices as well as context for the study on the basis of grain subsidies. Part two isthe overview of grain subsidies It introduces the definition of task, practicalsignificance,creating procedure and its theory thesis, its key characteristics and studieson the task-based language teaching abroad and in China. Part three is about theanalysis about summarization and content of grain production in Weifang. Part four iseffectiveness evaluation of implement; existent questiones and analysis of the causesaccording to implement of grain subsidies in Weifang. Part five is lessons andenlightenment of implement in grain subsidies. Part six is the conclusion and pertinentproposals.
