At the same time, according to the" Twelfth Five-Year Plan":At present, our country is still in the strategic opportunities period of development which have a brilliant future, but with the ceaseless accelerate process of industrialization,urbanization and the continuous upgrade of consumptive structure, the energy demand of our country will be a rigid trend growth, at the same time, because the weak existence of domestic resources and environmental,coupled with the impact of global energy security, environmental and resource restriction will be increasingly aggrandizement, with the new period arrival, the situation of energy-saving emission reduction is very grim, the task is very arduous.This paper summarizes the research results of predecessors, basing on energy saving and emission reduction of western Panzhihua City, having an analysis of the Western District of Panzhihua city of the necessity to undertake the energy-saving, put forward the specific strategies of energy saving and emission reduction of the Western District of Panzhihua city. This paper first introduces concepts and theories of the energy saving and emission reduction of domestic and overseas research situation and relevant, made clear the meaning of energy conservation and emission reduction, discusses the important theoretical foundation of energy saving and emission reduction,which is green economy, low carbon economy theory, the circulation economic theory and sustainable development theory;secondly, analysis the necessary to undertake energy saving and emission reduction of the Western District of Panzhihua city,which is helpful for Western to solve the problem of resource constraints,develop low carbon economy, enhance regional competitiveness and make economy development sustainably; then, by study the problems of energy-saving and emission reduction of the Western District of Panzhihua city, pointing out problems of western, which is the resource use in industrial development, the discharge of "three wastes" and the quality of environmental; finally, by analysis the important theory of energy-saving and emission reduction, the necessity of energy saving and emission reduction of Western District of Panzhihua city, problems of energy-saving and emission reduction, put forward important measures of energy-saving and emission reduction for western, namely the implementation of structural reduction, the strength of technological innovation, the strength of pollution control, the improvement of the mode of economic development, the improvement of mechanism of the economic incentive and the strength of the awareness of public participation.
