Abstract


With today’s high-speed developing of science and technology, the function of scientific and technological innovation achievement is increasingly coming out. Nowadays science and technology research needs team work rather than individual effort, and science and technology innovation team(STIT) is developing under this background. The STIT can ensure to improve the efficiency of science and technology innovation and the competitive of the enterprises, regions and nations.There are many researches on STIT at home and abroad, such as system construction, culture construction, personnel selection, performance evaluation and so on. In the aspect of STIT’s performance evaluation, experts and scholars have used many methods such as360-degree performance evaluation, Key Performance Indicator(KPI), Analytic Hierarchy Process(AHP), Balanced Scorecard(BSC), Comprehensive Evaluation Method(CEM) and so on. Team performance evaluation is the core part of the ability improvement of STIT, and the focus of many scholars and experts’studies. If performance evaluation of STIT does well, we will know our team’s strengths and weaknesses, and STIT’s abilities can be improved and perfected, then can make more scientific and technological innovation contributions.Interactive multiple attribute group decision-making is used for STIT’s harmony degree evaluation in the article. The method includes three concepts:interactive, multiple attribute and group decision-making. Group decision-making means that more than one person do decision making or harmony degree evaluation. Multiple attribute means that decision making objects or harmony degree evaluation objects which are researched all have multiple attributes. Interactive means that deciders or evaluators need to communicate with each other when they are making decision or doing harmony degree evaluation.In the article, steps of the evaluation are as follows. Firstly, we choose harmony degree index by considering of He principle and Xie principle. Secondly, we build the harmony degree evaluation system by using the selected harmony degree index. The following step is choosing interactive multiple attribute group decision-making as STIT’s harmony degree evaluation method. Finally, by selecting4STITs of K university as harmony degree evaluation objects, we construct a harmony degree evaluation group and do the evaluation. I expect the method of STIT’s harmony degree evaluation can give a good reference for STIT’s performance evaluation at home and abroad.
