This study with the competency theory and research methods of human resourcemanagement,to build competency model of the manufacturing of state-owned corporatemiddle managers.We plait questionnaire to verify the validity of the model.The conclusion ofthis study can used to recruit the middle managements in the company,performanceevaluation, as well as related training of middle managements in the company;it plays animportant role in promoting professionalism of middle managements in the company.In this study, based on the literature review, use of behavioral event interviews, throughpre-interviews, formal interviews and open questionnaire to collect the competence factors ofmiddle managements in the company, and with reference to Spencer’s five universalcompetency model, developed qualified middle managements’competency dictionary; thenwe designed the self-assessment questionnaire of the middle managements’competency whichthrough the middle managements’competency modle, through exploratory factor analysis andconfirmatory factor analysis and to test its reliability and validity, the effectiveness of thismodel could be verified. At last we used gender、length of service、qualifications andeducational level as the indexes, to analysis the competency of middle managers inmanufacturing state-owned enterprises in Dalian City comparatively. The conclusions are asfollows:(1)The competency model of middle managements of Equipment manufacturingstate-owned enterprises (CMMMEMSE) consists of5features:Personality traits,achievementsqualities,relationship building,internal driving force and leadership qualities.(2)Due to inspect and verify the CMMMEMSE, the researcher made the self-evaluationquestionnaire of middle managements’ competency. It was developed with firm reliability andvalidity, to the surveying standards.(3)Compare with Wang Jicheng’s competency model of management personnel which issuitable for China’s competency model for managers, our competency model of the middlemanagements has2competencies as the same meaning, these are achievements qualities,leadership qualities. And3competencies have analogical meaning, these are Personalitytraits,,relationship building and internal driving force.(4)Based on the difference comparison of the competency factors of middlemanagements who are on the different demographic characters, it is found that thecompetence of the middle managements has certain effect on: length of service、qualifications and educational level. There are no significant differences in the competence ofthe primary school head teachers in gender.
