Abstract

Under the double pressures of slowing economic growth and structuraltransformation in china, the small and micro enterprises, which are in a huge numberand the most active group, now face with troubles in its development. In recent years,our government pays more attention to the development of the small and microenterprises，which has issued a series of corresponding supporting policies to relievethe pressure of the small and micro enterprises. But fundamentally, it mainly need thatits product and service can be able to gain a foothold in the market, reasonable andefficient quality management system can play a role in this process. However, it wasfound that the small and micro enterprises cannot made a good use of thismanagement system, and also a large number of them do not built quality system,because of its own character such as small scale, limited resources, etc. The qualitymanagement of the small and micro enterprises in our country still has a lot ofproblems. The defective or the nominal quality management systems are of commonoccurrences, which lead to a steady stream of customer complaints and a lot of qualityproblems, bring drowned disaster to the enterprise ultimately. In order to keep thesmall and micro enterprises continue to survival and to further develop in the contextof the financial crisis, the quality management system must be improved.This paper begins with the requirements of the quality improvement in the smalland micro enterprises, studies the promotion policies and measures of the small andmicro enterprises, to improve the quality and efficiency of development and toachieve the sustainable and healthy development. On the basis of summarizing theliterature and theory, this paper elaborates the concepts of small and micro enterprisesand quality management system in the beginning, analyses the characteristics of thesmall and micro enterprises, and summarizes the problems of the small and microenterprises and its quality management. With combing through the processes of thequality management system of the small and micro enterprises, it put forward buildingprograms of the small and micro enterprises’ quality management system.This paper has five parts.The first part is introduction, in which the author describes the background andthe significance in developing cold chain logistics, research trends in China andabroad, while the contents of this paper and technical rout, innovation anddeficiencies are also described. The second part is the theory and related concepts. In this part, it mainlyintroduces the related concepts of the small and micro enterprises’ qualitymanagement system. It also introduces quality management theories, which lay thefoundation for the study.The third part analyses the questions existed in the small and micro enterprises’quality management. By using a large number of data to describes the characteristicsand problems of the small and micro enterprises and its quality management system.The forth part analyses the principles and the building flow of the small andmicro enterprises’ quality management system, including the quality planning, systemimplementation, system improvement.The fifth part is the suggestions section, which summarized targeted suggestionsto promote the development of the quality management system of the small and microenterprises, on the basis of the analyses of the building flow.
