Abstract


Since the reform and opening up of China to the outside world, the economy and society of Yantai city have been in rapid development and striking achievements have been achieved in every fields of social construction. However, the development is realized at the great cost of resources and environment. The constraint of over-consumption of energy on the economic and social development becomes obvious gradually.This article discussed the theory of energy, circular economy, energy conservation and emission reduction based on the related reference, analized the consumption level and structure, present pulltion situation, and then finded out the main problems at work of energy conservation and emission reduction, gived out some countermeasures and suggestions according to German experience and Yantai city’s practical situation.This article obtained the key findings as follows:Main problems include unreasonable industial structure, difficult to supervise and enforce, low level of scientific research, onerous country task, etc. And gave some suggestions as follows:to optimize the industrial structure, build wholesome safeguard system, develop new energy, such as wind energy, improve consumption structure, etc. Through developing and importing new technology to realize breakthrough at work of energy conservation and emission reduction. In addition, through increasing public communication and constructing dense social atmosphere to realize total participant.
