Abstract


Accompany with the outbreak of the global financial crisis, more enterprises realize the importance of risk management. The risk has the character of uncertainty, as the core of the internal controlling, risk management can not only identify risks, but also analysis and process risks, and help to discover the business opportunities The comprehensive budget management can push on the company’s development and maturity. The comprehensive budget management is well spreaded and applied in most of the advanced countries. The comprehensive budget management includes risk management, and the comprehensive budget is a powerful method of risk management..I work in a logistics real estate enterprise which founded five years ago. Because of the type of industry, the company will face a lot of difficulties and risks in the early days: such as high fund occupancy, high financing cost, unstable capital chain etc., which leading to continue loss. The comprehensive budget management can integrate the resources of the company, cut down the cost, at the same time to emphasize the risk control during the budget process, which helps to improve the viability of the enterprises, so as to turn into profit as soon as possible, then making enterprises step into the benign stage of development.The paper mainly discussed the risk identification, risk analysis and the relative countermeasures during the comprehensive budget management. On the basis of introduction of risk management and comprehensive budget management theory, to analyze risks existing in all aspects, to improve risk control system, and minimize the risk through the comprehensive budget management. Then combine with the case analysis to analyze the current management situation of company HF, to find the problems and causes. Referring to the excellent experience of Mapletree—an advanced enterprise in logistics real estate industry, to explore out the method of improving the risk control ability during the comprehensive budget management.
