As one of the most important part for our economy structure, Small and Medium Sized Enterprises play a positive role in developing national economy, increasing employment, promoting innovation, promoting industry and so on, but they are still taking disadvantage in the market competition due to the immature of the market economy system and the incomplete of the relative policy and regulations. In the factor of the industry policy and regulations for SMEs, the inadequacy of relevant laws and regulations,unsound management systems, insufficiency of socialized service systems and extra have become the prominent problems.Moreover, SMEs are generally facing difficulties in financing, single financing channels, the serious imbalance in industrial and regional distribution of credit resources and other issues.In recent years, SMEs of Dalian has gradually become an important driving force of economic growth, the backbone of local economy and main channels for urban and rural employment. Even the local government at all levels pay great attention to the development of SMEs, but it has still caused series anxiety due to the reason the deterioration of economy environment, the general deficiencies in policy systems, especially the impact of financial crisis to the foreign and domestic market. That for, increasing support for SMEs, especially improving the financing policies for the development of SMEs and to create a good environment, keeping it sustainable and healthy development, become the current pressing need to think and solve problems.On the basis of financing support policy for SMEs of dalian as a study research, on the background of national economic and social environment for the development of SMEs, persisting in Integrating Theory with Practice, adopting practical analysis and comparative analysis, making in-depth analysis of financing support policy of dalian SMEs, summarizing the insufficiency of the financing support policy, on the basis of foreign advanced support policies, this paper is to sum up the proposals on the improvement.
