Abstract

With the innovation country strategy put forward and implemented, constructing regionalinnovations which are with their own characteristics and advantages is the core of thenational and local economic development strategy in the new period.For promotingtechnological progress and strengthening innovation ability and accelerate economic growthengine, High-tech zone is becoming a high and new technology industry internationalcompetition platforms and positions. To speed up the cluster innovation ability promote nationalhigh-tech zone, and take the way of independent innovation and cooperative innovation hasbecome a historical mission of national high-tech zone. Therefore, how to correctly understandand evaluate the present situation of high-tech zone’s innovation ability, and how to find out thefactors restricting its development is very critical.From the angle of system, this article uses the factor analysis method to make the integratedevaluation of high-tech clusters collaborative innovation capability. First of all, though reviewingand analyzing the present situation of high-tech cluster innovation ability research both homeand abroad, we found that the present studies mainly USES the macro input-output method toevaluate the overall cluster innovation capability, and this lacks the comprehensive evaluationfrom the angle of systems of the complex adaption of evolution, which provides a new train ofthought to study. Secondly, according to the concept of system function, we make three modulesto establish evaluation index system, from the elements, structure and relationship setting upindex system of cluster innovation; from the aspects of the environment making core supportingsystem collaborative innovation index system, and from the output level establishingperformance index system. we use structural equation model to make confirmatory analysis forthe index system to increase the application value of the index system.Thirdly, in combinationwith statistical data and survey data, using principal factor analysis method,we sort88nationalhigh-tech zones accoR&Ding to clusters collaborative innovation capability. At present ourcountry most high-tech zone clusters‘collaborative innovation ability are relatively low. Andusing Cluster analysis, we found that the southeast coastal areas’ collaborative innovation abilitygenerally higher than other zones. The central region’ collaborative innovation ability rankssecondly and the western region’ collaborative innovation ability is last. Fourthly, with theendogenous function and explicit ability two-dimensional plane analytic restrict high-tech clustercorrelation method,we analyze factors which restrict the ability to innovate and provide the basisfor scientific formulate improvement measures.Fifthly, in view of constraint factors of thenational high-tech zone cluster’ collaborative innovation capability, we start from hoistingcapacity measures to train of thought and puts forward nine proposals. Finally, on the basis ofthe research of the Wuhan east lake national high-tech zones, we found that the collaborativeinnovation reality constraints associated with capacity evaluation and analysis of the conclusionof comparison, and we can proof that the established evaluation system is scientific.
