Island tourism is booming worldwide. How to promote the transformation andupgrading of island tourism, this is a realistic and urgent subject.Based on this, this study used ecological civilization perspective, using the method ofaction research, the island county--Dongtou as the case, through two years of time toconduct two rounds of action research. The basic mode of action research method is: plan-action-observation-reflection.In the first round of action research (2012January–2012December), questionnaireinvestigation, interview, on-the-spot investigation, data collection, data analysis, points outthat the heavy development, light protection phenomenon existing in Dongtou tourismdevelopment. In view of this phenomenon, this paper presents the first round of actionresearch framework: Dongtou ecological tourism scenic spot, must achieve harmoniouscoexistence, realization way is "protective development". Its content includes four aspects:one is the human scene harmony, two is the ecological restoration, three is cleanproduction, four is the ecological education. Observation and analysis of implementation,clear improvement effect. In the reflection of link, found the scenic area development isnot well valued community welfare, appear the petition problem. Enter second rounds ofaction research (2013January-2013December), this paper puts forward second rounds ofaction research framework: development of Dongtou ecological tourism, must achieve theharmonious coexistence of scenic spots and community, realization way is "benefitssharing". Its content includes three aspects: one is the financial interests, two is that thematerial interests, the interests of the three aspects. Observation and analysis ofimplementation, a clear improvement effect, and reflection of the construction of system.Based on a case study of Dongtou’s domestic and foreign literatures, in this paper, thedeveloped areas of ecological tourism experience, respectively, to realize the harmoniouscoexistence and its scenic way, realize the harmonious coexistence and scenic spots andcommunity construction way, island eco tourism development preliminary theoreticalframework and discusses three aspects, and attempts to summarize the more to understandthe rules and recommendations of universal.The conclusions of this paper are as follows: first, the ecological tourism is one of thebest choices for island tourism development. Second, ecological tourism must pay attention to the self harmony, the path is the "protective development". Third, ecologicaltourism must pay attention to the "spot" and "harmonious community", the path is the"benefit sharing".
