So Speeding upthe development of tourism resource in western part of hubei province is necessary.The research bases on the genetic resources situation of Tourist Circle of westernhubei,using the SWOT analysis method, summarizes their own specific genetic advantagewhich is riching in surplanded resources and improving public awareness; Thedisadvantages are lack of integration ability, and insufficient on capital investment.Combined with the actual situation, from capital supply and demand of ecologicalculture,the auther points that the government-led private investment is becoming the maincapital source.Also,The author analyzes financing problems on western hubei and makessome conclutions： based on the consideration of risks and cost, commercial banks aremuch more willing to invest on developed city, which has perfect credit record, Secondly,although advanced financing theory shoud have guiden national regions, but local realitieslimit the application of financing models.
