Abstract


High Technology Service has many advantages with high added value, high science and technology level, the strong innovation and low resource consumption. In recent years,HTS has been the new growth point of the national economy and the commanding heights of the international competition.For the reason, developing HTS is the trend of the times.and the developing and growing more and more of HTS has got the widespread concern and valued by all the countries all over the world. General Office of the State Council issued<Guidance on speeding up the development of HTS>in the end of2011,and it would be the guidance and standard of the developing of HTS for a time.The HTS of China is in a critical stage that just start.so that the policy of HTS is reasonable or not is very important.Therefore, this paper will build a two-dimensional HTS policy analysis framework based on combining the three environmental policy tools theory by Rothwell and Zegveld with the new dimensionality of process.The paper will adopt the way of content analysis and look <Guidance on speeding up the development of HTS> as the empirical analysis target to analysize the content of the policy itself.according to the steps of sample selection, analysis unit definition and analysis framework, coding, frequency statistics to content analysis policy itself. Based on the multidimensional analysis in the framework, analysize the policy tools selection and using of HTS of China and the problem existing.And then propose suggestions for the existing problems in rationality.and provide the reference to the HTS police for the relevant departments.
