Abstract


Improving people’s livelihood is always the priority among priority of thehunan’s government finance work. Improving people’s livelihood not only canimprove residents’ living standard,but also it has the relations with the people’shappiness feelings. It requires that the economic should be sustainable and develophealthily and the people’s living standards should be improved comprehensively in theParty’s eighteen big report, so if the Hunan government wanted to implement thespirit of the Party’s eighteen big report, they should give consideration to econimicand social benefit, and people’s feelings in the important process of the deepeningreform of fiscal system during building up comprehensively well-off society andenvironment-friendly and resource-conserving society. Only the social developmentwith raising the residents’ happiness,is it the real healthy and sustainable socialdevelopment.The thesis analyses the fiscal expenditure structure in present situation, whetherspending targets and function implementation, how to improve the fiscal expenditurestructure of our province, in the residents’ happiness index perspective throughsumming up predecessors’ about happiness index, financial functions, fiscalexpenditure structure,finance optimization and other literature. The thesis,firstly,measures our province’s residents’ happiness index over the year and takes a holisticanalysis of the residents’ happiness index and the total financial expenditure in theprincipal component analysis. Secondly,the thesis analyses in detail the present fiscalexpenditure situation and their changes of the general public services, education,science and technology, social security and employment, and health care etc,whichhave high correlation with residents’ happiness index.Then, analyse the impact on theresidents’ happiness index from the fiscal expenditure through establishing multiplelinear regression model empirical analysis. Finally, put forward suggestions for theadjustment of above five projects based on the statistical description and empiricalanalysis in the perspective of residents’ happiness index and in order to achieve thepurpose of optimizing fiscal expenditure structure.Fiscal expenditure structure optimization is a long process, we can not hold theimmediate idea, while we should step by step. The thesis researches the optimum pathof fiscal expenditure structure of hunan province, in the perspective of residents’happiness index study,to provide methodology reference value to related research, meanwhile,it has very important guidance and reference significance for theoptimization of fiscal expenditure structure and promoting the transformation of fiscalexpenditure structure of our province.
