Abstract


As systemically important financial institutions has played a very important role in the financial crisis of2007, so huge risks of systemically important financial institutions and infectiousness began to become the focus of academic and financial regulatory authorities. Systemically important Banks as the main body of systemically important financial institutions, it has the problem of too big to fail, and the resulting huge negative externalities and moral hazard, caused the banking regulation of reflection, how to build effective banking supervision system, to prevent dissolve the banking risk, has become a focus in the study of national regulators and international financial organizations.On the surface, China had almost no losses under the crisis, but it does not mean that China has a higher level of bank regulation. The control of International capital flow and low degree of internationalization protect China’s banking industry. As China’s central bank governor named Zhou Xiaochuan pointed out "we need to strengthen macroeconomic prudent management as the core of international financial reform in the financial operation and management," in the first session of "China’s financial discipline lifetime achievement award" awards ceremony on June1st,2011.In the urgent need of theory and practice background, This paper adopts (?) method and TOPSIS method, using the three-year yearly data from2010to2012of16listed banks, through building the index system, from the four categories of the complexity and scale, correlation, alternative indicators, to evaluate the system importance of listed Banks in our country. The results show that the five state-owned commercial Banks and China merchants bank are systemically important Banks in our country, the rest of the bank is not on the list.Based on the understanding above, this paper set up the sustainable development of the capital complement mechanism, strengthen the comprehensive risk management, improve the quality of information disclosure, and disposal of the mechanism of the four aspects of problem Banks put forward policy Suggestions to perfect the Chinese systemically important Banks to identify, in order to achieve the effective identification of systemically important Banks.
