Abstract


China Banking Regulatory Commission issued the document of Some Opinions of adjusting and relaxing the access policy of financial institutions in rural areas in order to support the construction of a new socialist countryside better in2006(CBRC[2006]No.90); then it established new access policies on rural financial market to promote the fully open of rural financial market. As arrangement of financial rules and innovation of financial services, village bank is a major breakthrough in the history of Chinese rural finance. Village bank is created as a new-style rural financial institution by CBRC for Serving "Agriculture, Rural Areas and Farmers" and promoting a benign improvement on rural finance. On running incremental reforms and pursuing market-oriented approaches, traditional reformations and policies which based on inventory and policy-oriented finance has been changed creatively.This paper introduces the reform and development of Chinese rural finance, especially the developing situation of village bank, a new rural financial institution. Establishing condition, market positioning and positive on development of rural finance are elaborated in depth under CBRC’s regulations. Comparing with common financial banks, rural credit cooperatives and other new financial institutions, the common ground, pros and cons, and depth and breadth of "Three Agricultures" services. Competitiveness of village banks, namely their running performance and influential factors, is focused here.The competitiveness of banks is represented on running performance. Effective performance improvement contributes to the stable operation of the national economy and the enhancement of opening up and market competition in banking sector. How village banks improve performance to keep ahead of the competition is always the focus in government, academic, and village bankers. Regarding6village banks in Ningbo area as a sample, this paper analyzes their establishment, development, operational mechanism, business situation. Based on the theory and approach of YERON performance evaluation, the system of performance evaluation on the6banks is constructed. Qualitative and quantitative analysis on coverage of target customers and sustainability of management shows the increase of asset size, operating capability and anti-risk capability. In spite of inconformity between deposits and loans, the entire trends of total lending and service breadth are improved every year, which means their own management can support sustainable development. Meanwhile, considering the developing situation of Ningbo area, the factors influential these6banks’developments are also analyzed, including village banks’size, notability, positioning, service options, location, parent bank, risk control,and staff quality. Research draws conclusions on3respects, namely operating system, running performance and influential factors, and make several suggestions combining the good economic environment, easy policy environment and more advanced technology environment of Ningbo. Knowledge of soft information, loans supporting "Three Agricultures", development priority of quality instead of quantity, expansion of financing channels, enhancement of staff quality and improvement of deposit insurance system are included here.
