Abstract


Small and medium-sized enterprises, which is more and more important for thedevelopment of China’s national economy, become an important force to promote economicgrowth, alleviate employment pressure, promote scientific and technological innovation, andpromote the structural adjustment of China’s economy. However, financing difficulty hasbecome a bottleneck that restrict the development of SMEs. Under this background, SMEcredit guarantee institutions emerge as the time require, to provide credit support for SMEs,improve financing environment, and promote the development of SMEs. However, due to therelatively lax regulation, and the immature credit guarantee institutions, China’s securitymarket is very confusing, even engaged in some illegal activities. Therefore, it is important forthe development of SMEs to explore effective measures to regulate the SMECG market. Thisis the entry point of this article.Based on the theory of credit rating, credit guarantee, and the description of thedevelopment and current situation of China’s SMECG, this article explores the risk of SMECGand the way to control it with different methods. In order to promote the sustained and healthydevelopment of credit guarantee system, this article builds up a scientific credit-rating indexsystem for SME Credit Guarantees, and provides different ways to control risks.The article is divided into seven chapters. In the first chapter, the author summarizes themain content and direction of the research. Then, based on the theory in chapter two, theauthor starts with the current situation of SMECG in chapter three, builds credit-rating indexsystem for SMECG in chapter four and fuzzy comprehensive evaluation method in chapterfive, and draws the conclusion in chapter seven after the empirical analysis in chapter six．The credit-rating index system for SMECG emphasis on providing a method and mentality, and it needs to be perfected both in structure and specific indicators. It can beconsidered as an exploring study of credit guarantee system, and has some reference andapplication value for the improvement of SME credit system.
