Abstract


Since the reform and opening up, SMEs in China have rapidly developed into an important force in national economy. However, the financing difficulties of SMEs also attract wide attention. On the one hand, the weak foundation and serious shortage of credit undermine the overall credit of SMEs; On the other hand, China’s social credit system is not completed, loan way for SMEs is single. One of the deep reasons for SMEs’ financing difficulties is their credit being underestimated, cause commercial banks’credit rating system doesn’t apply to SMEs. Therefore, the study of optimization of Chinese commercial bank credit rating index system for SMEs has important theoretical and practical significance.This paper sees the concept of SMEs’credit rating and related theoretical studies as its logical starting point, according to the definition of SMEs in "On the issuance of plan-based standards for SMEs notice"——which was released in June,2011, studies the Optimization of commercial bank credit rating index system for SMEs.Referring to the mature experience from abroad, according to the New Basel Capital agreement, China’s relevant laws and regulations’requirements for bank ratings, problems in SME Credit Rating and Credit characteristics of SMEs, this paper uses comprehensive analysis method based on analytic hierarchy process to optimize and design the commercial bank credit rating index system for SMEs in indicators selection and weight determination. In the optimization, this paper weakens the proportion of corporate financial data indicators and strengthens non-financial indicators such as Industry outlook, enterprise quality, innovation ability, performance capability, and cash flow, other dynamic financial indicators. This paper selects Ⅱ indicators of non-financial factors, meanwhile, uses20listed SMEs’ financial data to do the cluster analysis of quantitative indicators with SPSS software, selects8representative quantitative indicators, and finally uses expert scoring method to determine the combination weights and goes through consistency test, builds the optimized commercial bank credit rating index system for SMEs, then applies it to test its optimization effct.
