Abstract


Bank loan risk refers to the uncertainty of bank loan funds safety. The debtorusually are unwilling or unable to repay the bank, because some reasons. As a resultof the loan funds and interest can not be pay back. Even probably cause loss. Bankloan risk management refers that the bank identify and deal with its credit assets byspecial system and method in order to prevent and reduce the risk of losses. By thisways achieve the objectives of credit control credit behavior are achieved. JilinAgricultural Development Bank the most income are from interest rate differentials,commercial loans proportion are increased year by year, and credit loans are moreand more. Credit management is one of the most important tasks of Jilin AgriculturalDevelopment Bank. Therefore, effectively identification and control of credit risk willenhance the Agricultural Development Bank service "three rural" function, optimizeresource allocation and increase revenues, the full realization of self-financing andpromoting their sustainable development important basic work. This paper analyzesthe present situation of Jilin Province Agricultural Development Bank loan risk andproblems, combined with advanced theories and practice, and explores effectivecredit risk management methods of the control and prevention of Jilin AgriculturalDevelopment Bank.Firstly, this paper analyzes the reason of loan risks from the vector, market risk,systems, operational risk. Using induction, deduction, comparative analysis revealsthat the customers of Jilin Agricultural Development Bank is poor and low in resistrisks. Most companies ability in management are not strong, and the legalrepresentative moral risk are more prone to adverse selection and other customersthemselves risk factors, many factors influence the grain market prices, theAgricultural Development Bank loans indirectly affect safety, low barriers to entry,loose credit conditions, the loan amount is not easy to control, and other institutionalfactors. On this basis, we propose a quasi-policy formation Agricultural Development Bank loan risk is rooted in design of the system is flawed, lending greater exposure,lack of effective risk compensation mechanism and policy orientation there is adeviation of this theory point of view. Quasi-policy loans are credit-based countries,those loans invested in commercial body, while the national policy objective is tomaintain food security, commercial those loans is the main purpose of the pursuit ofprofit maximization. Quasi-policy loans difficult to grasp the development ofpositioning, both to meet the "General Rules on Loans" requirements, but also theimplementation of national policies. Agricultural Development Bank loan lossprovisions (shadow provision) provision for a lower proportion of simulation, andthere is no corresponding policy subsidies. In order to effectively improve theAgricultural Development Bank loan risk, this paper considers four aspects should befrom the Agricultural Development Bank to improve credit risk control andmanagement. Second, strengthen the credit teams building to optimize the creditteam. Meanwhile, establish evaluation system and training Center to improve thequality of. credit teams. In addition, attract talents by open recruitment. The third,enhance credit management control. Through controlling appropriate credit exposure,and executing the job of "five confirms", strengthen the ability of managing the fundsand grains, in order to control loan risk perfect. The last, strengthen the ability of loanrisk control by improving the execution. To improving the execution, the key ispeople and the leadership cadres. We should effectively improve the execution byupdating knowledge and strengthen the quality Etc.
