Abstract


The "three rural issues" concerns the overall national economy, so that thedevelopment of agriculture, economy of countryside, and the increase of farmer’sincome have always been the top priorities to our country economic work. Because ofweak foundation of agriculture and slow development of villages in our country, theincome gap between urban and rural areas is larger and the development is not inharmony. Economy development relies heavily on finance support, thus key factors tosolve the problem of the "three rural issues" lies in whether there are sufficientfinancial services provided. Financial system innovation as it is, micro-financespecially provides small amount credit to low-income groups in rural places and so farit has made remarkable achievements in helping farmers out of poverty, revising ruralfinance system and standardizing the folk finance development. However, ruralmicro-finance in China is confronted with some problems urgently awaited to besolved: the micro-finance cannot satisfy the request of the socio-economicdevelopment as the capital supply and demand contradictory is extremely prominent;rural fund outflows is rather serious because agriculture is a high risk and low rewardindustry; and also low management level, poor risk preparedness and after-loanservice problems of micro-finance agencies. Whether these problems can be solvedproperly has relation to not only the existence and development of the micro-financeagency, but also the rural credit market stability which can directly influence theconstruction of socialist harmonious society in China.The thesis combined empirical and normative analysis method, qualitative andquantitative analysis method, compared different typical patterns of the microf-inanceboth in China and abroad from the micro-finance basic theory, introduced the currentsituation and problems of the rural micro-finance in Xianyang, and established anindex system to analysis different factors which influence the demand of ruralmicro-finance in Xianyang based on the Logit model.The empirical results show that agricultural acreage, housing value, age,professional skills and the awareness about the micro-finance have notable effectson demand for micro-finance, while off-farm income per farmer, education, health,position in village councils shows no significant effects on demand. Based on the empirical analysis, aiming at promoting the development of therural micro-finance continuously and efficiently in Xianyang, some suggestions arebrought forward from two aspects of household and credit agency. From theperspective of household, quickening land circulation, expanding management ofscale, completing micro-finance guarantee system, and strengthening vocational skillstraining of famers are intensively required. Upgrading the management level of creditagencies, enhancing risk-prevention capacity and taking flexible interest are the mosteffective measure for micro-finance agencies.
