As the second pillar of pension system in China, enterprise annuity advances living standards of retired labors, improves the enterprise human resource management efficiency and completes the national endowment insurance system. Emphasizing on the development of enterprise annuity and encouraging enterprises to build up the enterprise supplement pension system, however, China enterprise annuity is still on a low rate. Compared with developed countries, China’s enterprise annuity replacement rate has a long way to keep up with. That means, from the perspective of nation supplement onto personal pension or enterprise benefit plan, enterprise annuity needs to be improved. Thus, the all-round analysis should be done on elements which impede the development of enterprise annuity from the angle of government, enterprise and staff. Aiming at the actual problems and drawing lessons from developed countries successful experience, the advices would be concluded under China’s national conditions. It includes that the government should further advance the encouragement policy to attract enterprises building themselves standard annuity, and how to set up a scientific and efficient enterprise annuity to inspire staff participating and improve its popularity. The paper conducts the analysis on how to improve the attraction of enterprise annuity by subject knowledge of social security and human resource management.The paper,firstly, analyzes the enterprise’s motivation of building up the annuity, and expounds the importance of completing endowment insurance system and social security system of China.At the same time,analyzing the active effect between enterprise annuity and human resource management.Secondly, paper introduces the typical and successful enterprise annuity’s establishment and reform cases in developed countries,such as, America, Britain and Japan Next, paper concludes and analyzes enterprise annuity current situation in China, the establishment and development process of enterprise annuity system, common problems in the process of building up the enterprise annuity and reasons of why plenty of enterprises do not set up enterprise annuity. At last, aiming at the current situation that insufficient enterprise annuity motivation, paper gets the solving methods from angle of government.enterprise and individual respectively. In order to comprehensively improve the attraction of enterprise annuity, it could be executed by strengthening the government assistance, improving the incentive effect of enterprise annuity and erasing the resistance between enterprise staff and the enterprise annuity.
