Abstract


Basic pension insurance as an important part of the social security, government as the provider, efforts should be made on equalization of basic pension insurance. It should provide basic\different criteria in different stages and approximately equal public service. Presently, non-equalization of basic pension insurance become more serious, that made differences between regional, between urban and rural, between groups more and more large.With the rapid economic development, urbanization and industrialization accelerated, a large number from the rural and underdeveloped areas of migrant workers into the city to become a special group of social transformation. This huge crowd posed a new social class has become an important force in supporting China’s economic construction, and promote the country’s industrialization and modernization process. For urban residents as the urban population in a particular social group, they are "outsiders" and "redneck" identity, this identity on the differences due to the strengthening of the household registration so as to constitute a new binary structure."Also based on this, they can not enjoy a fair the city public resources and public services, the minimum basic pension insurance, can not enjoy roughly equal treatment and local residents, to form social groups separated, crowd system security benefits the unfair social phenomenon. This is contrary to our government is committed to the goal of equal access to public services, may also lead to the transition of in security.In this paper, the equalization of basic old-age insurance for large city into study Such a perspective based on the "dual structure", The crowd of Shanghai household registration with foreign non-permanent identity path and the possibility to achieve equalization. Understand the the megalopolis basic pension insurance equalization of the status.
