Abstract


Every citizen is able to enjoy basic medical services to address the problems of the masses of the people had no money to see a doctor, is one of the basic characteristics of the superiority of socialism. Medical insurance can be effective in achieving the effective allocation of medical funds, so that this superiority of socialism to be fully demonstrated. Because the core concept of health insurance is shared between the risk of disease, each person will have equal medical treatment. Health insurance fairness, which is reflected in regardless of social status of residents, income levels how to enjoy the same medical services into the medical insurance coverage, depending on their needs. Medical insurance is paid by the residents ability to pay, the distribution of medical needs. Compared with the labor of the public health, the fairness of the urban medical insurance system has been greatly improved. China’s urban health insurance system, since the pilot since14years of history. In the development process, China’s urban health insurance system has encountered many problems, due to the particularity of the purpose and nature of the medical insurance system, these problems are mostly on its fairness. Therefore, in order to China’s urban health insurance system to make continuous improvement, it is necessary to study the fairness of the problems encountered. We must first figure out a fair concept and positioning, to determine the standard of the fair ruler, and then follow these positioning and standards to measure the unfair phenomenon of China’s urban health insurance system in actual operation, and then by analyzing the research to find a solution way to achieve sustained and healthy development of China’s urban health insurance system.In this thesis, the first concept, content and significance of the fairness of China’s urban health insurance system in detail. The analysis of theoretical support for the theory of distribution of justice as a fairness measure, first qualitative theoretical analysis of the urban medical insurance system, and then use the data on the fairness of the current situation of China’s urban health insurance system and the problems and The reasons for the quantitative analysis, in order to identify the theoretical fairness of the distance. More clearly the reasons for the formation of these gaps will make it clear, this paper further the deep-level inquiry from the operational management of the medical insurance system, as well as socio-economic and institutional. Elaborated the concept of the fairness of China’s urban health insurance system, the contents of the status quo and cause of the problem with the study, from the perspective of the author made a number of proposals and measures to deal with current urban medical insurance system is not fair phenomenon, these proposals and initiatives cover a number of details from the national social level to own this small level of China’s urban health insurance system, I hope to be able to push forward China’s urban health insurance system of the fairness of the sustained, steady and healthy development of play role.In summary, the purpose of this thesis is to promote the continued improvement of China’s urban health insurance system, and fully demonstrated the superiority of the health insurance system under the socialist system and lay the foundation for the creation of Medicare equality before the good society.
