Nowadays, science and technology have been made an increasingly greater impact on the development of economic society and are of important strategic significance for guiding and fostering the rapid and coordinated growth of the economic society in China. To facilitate the advancement and development of international science and technology in Chongqing is helpful to establish the city into an economic and technological center in the upstream of the Yangtze River and to quicken its pace to build itself into an inland city of open type. Under the current situations, in order to help to play the full role of international scientific and technological cooperation, we should, on the basis of conforming to the development trend of the tide for international scientific and technological cooperation, grasp the key opportunity of this cooperation, clearly understand the severe testing faced by Chongqing in the development of science and technology, plan and develop international scientific and technological cooperation on a strategic height. In recent years, Chongqing has accomplished remarkable achievements in the cooperation but still had many deficiencies and shortcomings compared with many other technologically advanced regions in China, which are mainly reflected in the following aspects:unclear awareness of international scientific and technological cooperation, less extensive cooperation scope, lack of incentive mechanism in terms of cooperation, relatively simple cooperation modes as well as poor system management in platform building. Different choices of cooperation modes would directly cause different results of cooperation; however, the results are not determined by a single participating subject but under the overall influence of various factors. The choice of cooperation modes are usually affected by science and technology or non-technological factors, especially the changes in the policies of subjects involved in science and technology cooperation.Chongqing has made some progress in the scientific research through international scientific and technological cooperation, evolving from a single form in the past to the diversified forms at present. The scale has been further expanded and content been enriched, which favors the comprehensive social development of Chongqing as well as deepening of scientific research and development capability. This paper uses the Marxist development outlook to analyze the development trend of China and some other countries or regions in promoting the international technology innovation cooperation research, absorbs the successful experience of developed countries in terms of international scientific and technological innovation cooperation and makes a profound analysis on Chongqing concerning international scientific and technological collaborative innovation. In addition, based on the analysis on some flaws existing under the current situation of international scientific and technological cooperation, it makes a research and analysis on the directions of mode selection and efforts for collaborative innovation and puts forward some countermeasures and suggestions on the collaborative innovation in the city.
