State Key Laboratory, referred to as SKL, is an important base for China to carry outhigh-level basic research and cutting-edge technology research, gather and train outstandingscientists and carry out academic exchanges, being an important part of China’s innovationsystem.SKL has no shirking responsibility and mission for implementing the central spirit,promoting innovative country in China, to improve the capability of independentinnovation in China. The evolution and enhancement of the SKL of innovation ability,directly restricts the level of national independent innovation. However, China’s SKL ofshortage of funds, uneven development, uneven level of scientific and technologicalresearch, access to a major scientific and technological awards scientific research isfew,open shared effect is not ideal.In terms of basic research, applied basic researchcompared to the international level, there is a big gap. The emergence of innovative clusters,can effectively alleviate the problem of the SKL of innovation. In the innovation cluster, bymeans of the innovation cluster network, SKL can carry out collaborative innovation withother SKLs, colleges and universities, large enterprises, government, to make up for thedisadvantages of a single SKL of innovation.Startting from the SKL of characteristics, under the cluster environment, using socialnetwork analysis to study the environment of innovation clusters, and analysis advantagesand disadvantages of the SKL in cluster,in terms of scientific and technological innovation.On this basis, further study SKL of collaborative innovation process. Then analyzes theresearch cluster SKL of collaborative innovation mechanism: dynamic mechanism, learningmechanism and matching mechanism,to identify the inherent law of collaborativeinnovation.On this basis, from the SKL, government and social service system,making suggestions to promote SKL of collaborative innovation. Cluster SKL of collaborativeinnovation activities have important guiding significance, to help SKL to improve theefficiency and success rate, reducing the risk of innovation.
