The" two bombs and one satellite " project under the background of the plannedeconomic period is great achievements for science and technology research developmentin our country in the condition of whole nation system. Although this moment has pasthalf a century, our country should still inherit the experience of the project under the newsituation, form the more harmonious national system to complement with the basic role ofmarket allocation of science and technology resources under China’s socialist marketeconomic conditions, and accelerate the pace of scientific and technological development.The historical data collected by books, newspapers, magazines or papers, videointerview in literature research method. And make effort to find environmental factorsimpact on project、organizational mechanisms and organizational progress of the project.The paper is divided into six chapters. The first chapter described the situation of the studysubjects. The second chapter described the situation of the project. The third and forthchapters is the core part of the full paper, which is analysis how the resource allocation actin the whole nation system running. The fifth chapter is one of the American big science(engineering) resource allocation experience for reference. The sixth chapter puts forwardthe whole nation system is big science (engineering) of the implementation of thenecessary condition. And concluded that the best way to perfect the whole nation system isto strength the system resource allocation mechanism、build a nationwide system ofresource allocation mechanisms and systems, improve the nationwide system incentivemechanism with evaluation index system, strengthen international exchanges andcooperation which is the sustainable development in future technology nationwide system
