Abstract


With the rapid expansion of public administration reform , improving government performance appraisal ruling environment as a key tool has been widely studied and used. Contemporary Western countries , based on the strengthening of civic sense of ownership and strengthen the concept of administrative costs , generally established a performance measure oriented public management system. However , China's actual conditions related to performance appraisal system of a late start , the part of the work lacks a comprehensive and systematic practice visits for groups of junior civil servants performance appraisal requirements are even scarcer. But in recent years, with the implementation of governmental authorities target responsibility system , so that all performance appraisal issue has become a new focus of renewed attention . Performance appraisal within both government development momentum , but also support civil updated foreign thrust , to some extent, to promote grass-roots civil groups and government agencies contemporary sustainable development. In this study, the theory of public administration throughout the whole system context , goal management theory as the basic logical starting point to construct the whole grass-roots government performance appraisal practice framework . Resolutely implement the correct view in the governing philosophy, both face performance appraisal techniques to bring pressure , also found that the presence of grassroots reality of practice problems, and actively seek a reasonable solution. Overall, the study primary performance appraisal quite beneficial , injecting fresh vitality government management mechanism , while there are also some operational difficulties . At this stage need to strengthen the civil service optimization , while concerned about the grass perfect performance appraisal system for China's long-term development of ecological civilization politics provide effective system of protection.
