Abstract


Contemporary China is in transition , and highlights various contradictions , a test of affordability and social management capacity of the Government , the relationship between the government and society is particularly important . The orderly operation of the community depends on the positive interaction of government and society , government and citizens . Citizen participation in democracy at the grassroots level as a starting point , as a new path for the government and the social relations of handling a new perspective , and enhance the effectiveness of the public administration . Important part of citizen participation is that the sources of the rights of citizens to participate is the unity of the citizens ' rights and obligations , citizen participation is a direct reflection of the democratic system , citizen participation in the path of democracy development . In practice , the lack of participation involved in disorder had a negative impact on economic and social development . Rational division of the authority of government and social rights , and improve the system of grass-roots democracy , and to explore new forms of participation , citizen participation in building a normative mechanism citizen participation can be benign development path , with important changes in the way of public administration .
