This article by constructing state observer, studied both network-induced delay and packet loss problem for networked control systems stability problems. Based on certain packet loss rate and the sampling period of not more than one network delay , the system is built constrained by structural event rate mode switching system . Firstly common Lyapunov function method , exponential stability of the system is derived sufficient condition , and using linear matrix inequalities is given to ensure the exponential stability of the system controller design method . Secondly, the use of switching Lyapunov function method gives assurance system asymptotically stable condition . Finally, Matlab toolbox, simulation examples are given to verify the stability criterion validity .
