Abstract


Plan Environmental Impact Assessment (PEIA) is an effective means to ensure environmental factors into full consideration in the decision-making process. Public participation is the basis of Environmental Impact Assessment (EIA), and its essence is to achieve environmental friendly projects, plans or policies via the cooperation among different stakeholders. This paper takes Pudong SEA as an example, designed the Public Participation Plan, conducted stakeholder analysis with social administrators, experts, Non-governmental Organizations NGOs), enterprises and the general public. After the online publicity of the Public Participation Plan, this paper made an analysis and summary of the online questionnaire, expert participation for the indicator system. And the paper concludes that despite the problems "start too slow" "too independent" "flaws in questionnaire", the Public Participation in Pudong SEA still has some enlightenment for SEA in China, due to the new actions "online publicity of the Public Participation Plan" "stakeholder analysis and targeted SEA reports and questionnaires based on stakeholders" "timely and effective information feedback". This article also contends that the establishment and improvement of environmental information disclosure system, the promotion of environmental NGOs, and the enhancement of public environmental education could actually improve the effectiveness of SEA in China, and promote the incorporation of public views into decision-making.
