With the advent of the information society, information technology has been widely used for political, military, economic, scientific and other industries, its importance is growing fast. Since "the Eleventh Five-Year" implementation of information technology, under the strong support of the Ministry of Finance and with the correct leadership of party committees, the Guard Bureau adapts to new situations and tasks, based on unified plan and general requirements of Ministry of Public Security, and vigorously promotes Guard information technology, and has achieved some success, and played a certain role. Nevertheless, guard information technology still in its infancy, it generally not systematic, not unified, not deep,and out of integration, standardization and normalization,such situations still exist.In this paper, based on the current background and status and existing problems of security information technology, I put forward appropriately regarding the top-level design as the overall objectives and implementation methods to implement the strategy that information technology security guards will make police training be in top-level, based on the actual development law and the needs, around the levels of information technology, I analysis structure and function of information platform integration strategy research, integrate various information resources comprehensively in order to achieve scientific development with a unified leadership, a unified planning, a unified standard, then I put forward the development strategy adapting security information technology to deal with increasingly severe and complex needs of the security situations to long-term.In this paper, I use SWOT analysis method to analysis the current state of the grass-roots security information platform for strategic, identify internal strengths and weaknesses, external opportunities and threats clearly, put forward the best response to appropriately use opportunities, advantages, reduce weaknesses, and avoid threats to the security information platform.This paper presents the use of top-level design theory, and the use of systematic approach and information resource planning methods, to design the primary top-level of security information platform. And with the guide of information systems development methods, I implement functional design towards GIS system guard in the information platform.Finally, based on the summary of the results of the study, this paper proposes several recommendations for the information platform building of the guards.
