Abstract


Land resources are of great importance to China’s urbanization process. With the accelerated urbanization process in recent years, land policy in China has been undergone frequent changes. Within the existing framework of land policy, many efforts in various places aiming at improving the efficiency in land use have been made. These efforts have contributed to the development of China’s land market. This paper analyzed the land problem in China and offered several suggestions in terms of principles, methods and valuation in the process of land conversion and land transfer. In addition, the practice of current modes of land conversion and land transfer in China is also analyzed in depth. Furthermore, a more common mode is thus contrived based on the existing modes. In summary, a high efficient land market could be built under the conditions of separated ownership of urban and rural land. In other words, in the suburban area, the need for land in urbanization process is secured through land conversion, whereas in remote areas, the focus should be land transfer to ensure the modernization of agriculture.
