Abstract

Ecological restoration means to restore the damaged ecosystem so as to let it get close to the condition before it has been impaired. But the study on ecological restoration, whether at home or abroad, mainly focuses on the restoration of nature ecological process with no consciousness of the effect of human factors in the process of ecological restoration. Public participation, as an important part of ecological restoration, is not only the knowledge, resources and information input channels, but also can improve democratization and scientization of ecological decision-making, activate management and operation mechanism of ecological restoration. According to the recent study, this paper aims to standardize and comprehend the meaning of public participation in ecological restoration and the main content of "Ecological restoration" from the view of public participation, on the basis of documents from the Society of Restoration Ecology. And then generalize the effects of public participation on ecological restoration from the perspective of theory.Taking a global view, the public can make big differences in participating in the ecological restoration process, which can be perceived on the aspects of public participation mode and ecological restoration education. Ecological restoration of public participation in the understanding and practice, there is a big difference between developed and developing countries, developed countries can not do without degradation of system recovery and reasonable recovery of the success of the construction and improvement of the recovery management system, extensive publicity and strong mechanisms for public participation in national ecosystem restoration is also needed to learn from example. This paper chooses three representative ecological restoration projects from America, Canada, Korea, five existing problems of China are well-illustrated, theoretical-technological system is relatively lay behind, the implementation system of ecological restoration engineering lacks in appropriate programming, the simplification of invest and financial methods, non-adaptive restoring management system and weak publicity. The suggestions proposed in this paper will ultimately helps to strive for the effective route in our ecological restoration.As final beneficiaries, the public can make a big difference by participating in the ecological restoration process. Chemical industrial parks, though beneficial to economic development, can bring adverse impacts on local environment and people’s daily life. In order to know people’s comprehension and participation of ecological restoration, I conducted a study of the chemical industrial park of Taxing, Jiangsu Province which is a typical ecological industrial zone. In this study, chemical corporation staff, government officials, teachers, students and stakeholders concerned were assessed in the form of a questionnaire. The questionnaire was designed from the respects of public attitude, evaluation, expectation, and their level of understanding and participation in ecological restoration. The results are as follows:(1) the consciousness of ecological restoration of government officials and chemical corporation directors is only at a fundamental level. People’s awareness of ecological restoration becomes state of being government-dependent. 78.31% of the public considered that the government should play the core role in ecological restoration, but the enlightening role that the scientific research department plays has been ignored. (2) The level of public perception of ecological restoration can be influenced by sex, education and occupation.90.23% of the public have little faith in the government in this respect and take a passive role in ecological restoration. (3) The breadth and depth of public participation in ecological restoration is influenced by age. education, occupation and local living periods, but has nothing to do with gender and income. The local government should strengthen ecological security education and raise people’s awareness of ecological restoration. Finally,the cooperation between the government and chemical corporations should guide the general public to take a more active role in this cause.The examples and the questionnaire in Chemical Industrial Parks were analyzed. The study points out the insufficiency in Chinese ecological restoration:the restriction of economic condition, the lack of legal protection for the residents’ participation, the weakness of the ecological restoration education and the departure of public value. The suggestions are as follows. First. Chinese government should make all efforts to improve the compensation mechanism of ecological restoration and establish the mechanism for volunteer, for the purpose of stimulating the public and enterprise participation. Second, enhancing the ecological restoration education widespread, and the channel of public participation should be diversified. Third, the ecological restoration culture should also be attached any importance to, and the restoration ecology education should be percolated between different subjects. Fourth, the government should guide the ecological scientists and public to change personal value, insisting on putting theory into social practice and strengthening the close ties with the masses, so as to develop the system with Chinese characteristics and the virtuous circle of ecological restoration mechanism for services, and thus making it guide our work in ecological restoration guidelines and model.
