Abstract


China Foregin direct investment has a history of more thant 30 years since the first foregin direct investment enterprice was set up in Japan in 1979. Though China FDI develop slowly in a long period,but it surge up rapidly since 2003.The FDI in 2010 was 24 times more that that in 2003,while the FDI increase 49.9% every year.FDI in 2010 increased 21.7% than 2009,which was a highest point in history.China has exceed Japan in FDI flow and became the 5th in worldwide.But China FDI still have a minor status in global FDI.China FDI in 2007 only constitiure 1% of global FDI.Although China FDI flow has been verdoppelned in 2008,but it can not change China`s minor status.Minwhile China FDI has two characteristic in structure:1 Many China FDI flow to Hongkong and offshore center.The top three region of China FDI flow and stock in 2010 is Hongkong、British Virgin Island,Cayman Island.It`s up to 70% and 75.2%.Hongkong has 56% and 62.8%. 2,Government-Owned-Enterprise,especially Central government owned enterprise plays a big role in China FDI. Government owned enterprise holds 66.2% FDI stock in 2010,while it only constiturt 10.2% of the total investor.Government owned enterprise is big shot in China FDI.There is some attention-getting problems in China FDI: first,the operation result of oversea government owned enterprise is not statisfying, AS to a investigate of China Department of Commerce, 69% of oversea Chinese government owned enterprise is on deficit. Second, Many China FDI which flow to Hongkong and offshore center flow back to China as the back jorney investment.The examiation and supervision of FDI is an importent terms of control the China FDI.Examination and supervision has intensive inner links.The afterward supervision is the extension of beforehand examination. The examiation and supervision system of China FDI related department has set up a series of regulation since the very beginning.But as the situation goes rapidly,these regulation cannot fit the needs.This thesis takes the change of China FDI examiation and supervision system as a theme,and the main problems in China FDI,do some research on the improvement on China FDI examiation and supervision system and place which need further improvement.The disgussion of the thesis is as follows: Chapter 1.History and present situtation of China FDI. Chapter 2,Present situation of China FDI examiation and supervision system and its deficit. Chapter 3.Reference foregin FDI examiation and supervision system,the further imporvement of China FDI examiation and supervision system.
