Abstract


Public policies, which are adopted by government as leading ways to offer services and implement administration,are considered to be an authoritative distribution of values for the entire social community. In the process of policy decision-making, civic participation has played important roles in terms of the policies’ legitimacy, rationality and feasibility. Nowadays, the social environment for civic participation has tremendously changed because of the development and prevalence of information technology. Netizen participation, a remarkable social political phnomenon, has increasingly shown its advantage in expressing public opinions. The public deliver its viewpoints in network forums or by commenting netnews, and in this way, a significant room for public opinions is being formed. To a certain extent, netizen participation is a shining point in the construction of contemporary Chinese politics reflecting the progress of democratization in the history of administration. Based on the reality of Chinese democracy development and guided by the Martism politics, this paper makes a detailed analysis of the preconditions for civic participation through internet considering the aspects of governance and good governance. This paper has found out that the evolution pattern of state administration has promoted the transformation of public decision-making system and boosted civic participation throught internet, and vice versa. There is no doubt that network participation has not only effected and changed government management, but also produced opportunities and challenges to public policies decision-making. Some problems, however, still remains to be resolved due to the lack of criteria in network participation, the unjust situation caused by digital divide and the difficulties in balancing various interests. Therefore, this paper further discribes the changes of the concept and the manner for government decision-making, and discusses how to improve network participaton in public policies decision-making.
